How do they determine if a walker is not jogging in the walking race ?

Do they look at a sample in slow motion of each athlete?

Experience I suppose. The walker must have one heel and the other toe on the ground at the same time. Not easy to spot, I've tried it.

they must be touching the ground at all times but it's well known that many times they are not if you slow down the video.
it seems that to be running leaving the ground must be discernable to the human eye.
I'm not sure why this event has survived, but some must enjoy doing it and I suppose it's no more unusual than say the pole vault, although the latter is entertaining and the skills are to be admired- whereas this fast walking just looks silly

To answer the question posed though, I believe the key criterion is that a contestant must appear to be looking desperately for a toilet but unwilling to stop if they find one to be judged to be walking.
PMSL Doug, they always look like their hips are coming out of the sockets to me
Surely no more unusual than the hop, skip, and jump. Wonder what they opted to leave out when designing that event. Headstand ? Cartwheel ? Backwards flip ? Pirouette ?
I think their feet must stay on the ground or something? If you run, don't both feet leave the ground at some point? I'm curious now too.
I was never a racewalking coach, but a friend was,, and the rule is that the walker must be in contact with the ground all the time.
