is it mean the first buses don't start their work yet?

The first buses haven't started (running) yet. You can miss out the 'running'.

presumably they either haven't started or haven't finished; but as jackdaw says, it's not idiomatic English, at least not in Britain.

Might mean they are still on route and not finished.
I'd concur that it's poor English, needs a bit of guesswork.
