Is the size of the screen measured from one upper corner to the opposite lower corner or simply measured on horizontal width?

Diagonal corner to corner

The right way of measuring LCD screen size is diagonal measure from bottom left corner to top right corner. For example, a 17 inches LCD monitor means, if you measure from the bottom left corner of the viewable area up to the top right corner, it should be 17 inches.

...and I'm surprised that screen sizes haven't been metricated, yet....
Odd isn't it ginge - perhaps "Come home and have a look at my big 139cmer" doesn't quite work ...
It's the same when selling one.
Top left to bottom right is actually the correct method.
^^^unless you are left-handed. The correct method would then be from top right corner to bottom left.
