You have a circle divided into 4 sections with the number 3 in a circle in the middle of the circle and the numbers 18,10,12 and 2 in the sections.There are 4 other circles positioned around the main circle at the top,quarter,half and threequarters.You have to find the numbers in these circles .Can anybody help.Thanks in advance.

There must be more to this than stated, are the circle section equal i.e. quarters?
I reckon that a picture is worth a thousand words.
