How To Assign A Drive Letter In Xp

I am trying to add an expansion drive , ironically so I can upgrade to Windows 7, to copy my data over to but when I go into to disk management and click on the unallocated storage which is my expansion drive everything is greyed out.

Windows XP guidance states this should be easy, I am logged on as the administrator, but I'm finding it very difficult.

Any help or suggestions would be very appreciated,
