whenever we get groups of travellers arriving to set up a site, the local council immediately move in with diggers and large concrete blocks. The travellers are told if they haven't gone in the hour they will be blocked in, so far nobody has ever stayed.

I have a theory that local councils could arrest them and seize their assets but then the travellers would become the local council's problem; housing, etc. It is easier to let them drive away to another authority and let them deal with it.

so another council has to clear up the mess.
