I’m not too familiar with consumer law, Mikey, but I believe, as Corby says, that private sales are not subject to discrimination laws in the same way as those by traders or organisations are.
Hull police have said that nobody has formally complained about the advert but if they did it would be investigated as a “hate crime”. This is where, I’m afraid, I get the hump. Firstly, let me say that I believe this bloke is an absolute idiot to pay for an advert and then try to restrict the responses so much. But it should be his prerogative. The notion that his action constitutes a “hate crime” simply demonstrates how perniciously far-reaching such definitions have become. Nobody is suggesting that the vendor exhibits any hatred towards non-English (however that is defined) people. He has his own reasons for wanting to restrict his potential buyers and however misguided he may be that should be his privilege. Genuine “hate crime” has no place in my book but to suggest that the advert stretches to hatred is a stretch too far IMHO.

I had meant to include the fact there are no restrictions on private sellers unless forbidden in law. A house-owner for example can place restrictions on the type of buyer if the following conditions are satisfied,
the owner is living in the property, and
the owner is selling or letting the property without using an estate agent, and
the owner is not advertising the sale or letting of the property - a for sale sign counts as an advertisement.

I’ve done a bit of digging as I don’t want to face further accusations of “thoughtless” posting :-). It seems jackdaw has hit the right nail.
This question largely hinges on advertising. I’ve cribbed this from Equality Commision’s website:
“Placing or publishing a discriminatory advert is unlawful under the Equality Act 2010 (‘the Act’). The Act protects individuals from discrimination because of sex, race, disability, gender reassignment, pregnancy and maternity, marriage and civil partnership, religion and belief, sexual orientation and age (‘protected characteristics’).
The Act applies to all publishers and advertisers and covers employment and the provision of goods, facilities and services. It also applies to: employment agencies and people who advertise for contract workers; vocational training services; trade unions; partnerships; education providers; the letting and selling of land or property; and service providers such as pubs, clubs and shops.”
Note that this requirement is made of those publishing advertisements and it makes no distinction between private sellers and trade/business sellers. So it seems that so long as the advert is not discriminatory the seller can be as discriminatory as he likes. Though once again, I’m not sure how he would get on if he entertained 20 potential buyers and turned away 19 of them because of their racial characteristics. I suppose he would be investigated for a “hate crime”.
BTW, I would have bet my boots that this question would degenerate into a slanging match as soon as I saw Eddie’s “Brexit” post. It seems few questions can conclude now without such treatment. Shame.

Some observations that I care to make as regards this:
1/ it seems so strange that one can make a joke such as allen's "cunning b+st=rds remark, but it remains, whilst my joke was removed.
2/ This whole thread was not removed even on my own request.
3/ And finally just to get rid of the 'RACIST JOKE' accusations, how many more times does it have to be said? 'MUSLIMS ARE NOT A RACE'.
Must remember though not to make any jokes regarding leaving one's car unattended in Liverpool.
