Hello Last year I planted oxygenating pond plants to trays in the pond and they flourished covering half of the pond, Could I now trim these back with a scissors for these to sprout new growth again this year. Thank you

Personally, I don't think they will need any pruning other than cutting back to the level you want, to keep them under control.
However, I wouldn't use scissors, too blunt. Secateurs would be a better bet, or a sharp knife.
Yes, absolutely fine and scissors would be ideal.
