No Outgoing E-Mail

I can receive e-mails but am unable to send any when i attempt to I get the following,
The connection to the server has failed.

The connection to the server has failed.

Subject 'cc'
Server: 'relay.plus.net'
Windows Live Mail Error ID: 0x800CCC0E
Protocol: SMTP
Port: 465
Secure(SSL): Yes
Socket Error: 10060
Any help appreciated.

I use Windows Live Mail 2012 with plusnet.
Thanks Donny....I thought it might have been BT Yahoo, who had some problems earlier this week. I am not sure if I can help very much, but someone will come along soon who can !

In order for Windows Live Mail to receive and send e-mail, you must tell the program where your e-mail server is and what special parameters it needs to communicate with it.//

I note that your "port setting is 465 Donny. Have you tried changing it to 587. You can do this in the account profile settings. If you try it, after changing the Port setting close down your mail and re open it.
Socket Error 10060.
//This behavior occurs due to the following two causes.
If SSL is unchecked in the Windows Mail Properties, then this issue occurs. If you've already enabled SSL and you still can't send e-mails, your ISP might be blocking the port that you are using for the outgoing server. If this is the case, try 25 or 587 by going into Windows Mail Properties and then clicking on Advanced Tab.
Outgoing Mail SMTP: 25 or 587.

I have tried your suggestions as best that I can with no luck. The mails that I had written also appear to be vanishing, message reads file not found. It may well be to the repair shop on Monday. Thanks for your efforts, as I have now spent all day attempting this the frustration is building so I am forced to say that I give in.
This problem has been around for decades. (People were experiencing it with Outlook Express well before Windows Live Mail came onto the scene). The best solution (by far) is simply to delete the account details and then recreate the account. (You won't lose any existing mail).

You've mentioned that your ISP is Plusnet but it's not clear whether you use a Plusnet email account. If you do, you can find the settings which you'll need to recreate the account (if it's not done automatically) here:

I assume that I go to accounts, pick e-mail then remove followed by the setup arrangement you linked to .
