Is This A Nest?

Its the beginning of a wasp nest.

I've seen ones like this before, I think its a wasp nest that was started but not finished.

Fill a brown paper bag with scrunched newspaper. Seal up the bag & hang it near the nest. Wasps & bees will desert the area in fear as they see the bag as another nest.
