I remember a line being highlighted to us during a tax meeting as it was funny.

The bits I remember are:
- the writers thought they were going to be made redundant after so had no worries about being honest
- in a final summary the system was mocked as mad and for fools
- I am fairly sure it was about aligning NI with income tax

Please help me find this!

I also remember they took potentially two years to do establish the system is rubbish with a thorough review.
