Depends on your point of view.

Banking and financial services make up a decent chunk of our economy and banks and institutions based here can sell their services throughout the EU thanks to passporting arrangements. If the passporting arrangements are cancelled when we finally leave the EU it would make sense for the banks and other institutions to base themselves elsewhere within the EU.

France and Germany would both like to have a slice of the action, which is why M Macron has suggested that moving to Paris would be good for them. There has already been an invitation only meeting of institutions in Frankfurt aimed at pointing out that advantages of a move there, so M Macron is just floating the idea of a move to Paris instead.
