I think the time has now come for me to obtain POA for my mother. How do I do this?

But first your mum will have to agree. You can't take poa it has to be given
Whatever you do, don't drag your feet. If it gets to the point where your mother is not fit to sign the forms it gets very messy (I've been there). You only need "ordinary" people to declare that she is fit to sign ie, doctors or other professionals are NOT required, just friends who are in contact with her and have known her for a long time.
