It's better to start with a message until you know him better- a massage may follow later. I would start the message again as it sounds very stilted. I am not sure why you are asking him if you can comment. Just say something like:
"Hello Xyz, This your office colleague xyz, Today I came across to your profile and I hope you don't mind me saying I really liked your picture"
