Cannot seem to get rid of this problem. Have scanned system with "cleaner" products but does not seem to have any effect. Is there anything in the set-up I can use. Use Windows 10 and Internet Explorer.

Thank you.

I had no end of problems with IE, try Firefox or Chrome
Using Internet Explorer with any computer is never a good idea but using it on a Windows 10 computer seems like a case of insanity to me! (If you must use a Microsoft browser, use Edge - it's what Windows 10 was designed to work with).

However Firefox (or Chrome, or Avant, or Vivaldi or almost anything not from ruddy Microsoft) will be far, far better:

Even so, browser 'not responding' problems are most frequently caused by something else on a computer hogging its resources, leaving nothing for the browser to work with. The most common cause (by far) is security software constantly trying to update itself. The worst offender of all is the rubbish that comes with Windows (i.e. Microsoft Security Essentials or, with Windows 10, Windows Defender). If you're currently using Windows Defender, ditch it and use Avast instead. Then your 'not responding' problems (with any browser) are likely to become a thing of the past:
