Car spray?
Gloss Exterior paint you would use to paint wooden windows. Put the tyre in place before you paint it though as excessive movement will cause the paint to crack.

For a planter?
Why would paint or polish a planter that is already black ? ... assuming your tyre is black !

If the tractor tyre is dirty you'd have to scrub the carp off before painting or the paint would just flake off. Once you've cleaned the tyre there's no need to paint....
But suppose you wanted a pink tyre planter ?
Make sure the tyres are spotless first, perhaps washed or scrubbed with sugar soap, then after rinsing and allowing to dry use an oil based undercoat before finishing with eggshell or satin finish top coat. I think I would choose a light blue or better still a seagrass green colour.

Thank you all . It's an old damaged grey tyre and I want to use it for a sensory garden - The tyre is actually a mess but I know I can do something nice with it. Colours have to be bright because of the nature of the garden - a black tyre just wouldn't have the same effect... bright colours, fragrant plants and chimes!!.... money is very limited so I just make the most of what I can find that's all :) - again thank you
