I still have the one problem with him - I find when ever I have company and as much as interract with him when they are there - he will sit on the floor and sit and suck right side of his groin which is what he has done when I first got him.
I did eventually get him to stop it but he seems to be regressing to it. Last night I put cream on it as it sorta looks little raw. He is happy enough tho.

I don't know a lot about dogs, but I looked after one last Christmas. She would chew and lick her paw whenever something unusual happened, such as fireworks going off, lots of people in the house or kites suddenly appearing in the sky.
I would guess that Maxie is anxious about people in the house, and licks himself as a comfort.
