does anyone know if a company can insist on me telling them I am going to the toilet, so when checking cctv they know where I am.

Yes, get a new job or ask them for a Bucket, then they can have full control over you.

I worked for a company and I had to log in and log out every time I left my desk.

I have known workplaces where you have to ask permission to go to the Loo as well. I think it is legal.

Yes they can insist on you telling them, but any reasonable request should be met. No CCTV in the loos though!
