I'd go for

Self Certification of competence at 70

Medical Cert of fitness to drive at 75 & every 2 years after

Hazard Perception Test at 80

Full Test at (perhaps) 85

... and do something about the [censored] mobility scooter drivers too.

I've had another thought (does happen sometimes) :

The 'naughty school' courses for speedy drivers are actually very good - making everyone take one before their 75th birthday would achieve two things

1. Education and updating of skills for the drivers

and

2. The trainers get to eyeball everyone & can weed out any obvious duffers for further investigation.

we get that now, it is no longer sufficient. I have a friend who has stated their eyesight is good when I know it isn't, a proper eye test is paramount.
The driving test should definitely involve Motorway driving. At the moment you can pass the test never having gone over 30 in a town center, then jump straight into a car and go down the motorway at 70 mph.
The Motorway bit could be voluntary you only do it if you want to use Motorways. I know a lot of people who NEVER drive on a motorway and would be quite happy to have a licence that did not allow it.

Eddie, I don't believe any driving test only happens in town centres at 30 mph.
I am sure you are wrong on that.

Many parts of the country do not have motorways that could be used for tests, but most have access to dual carriageways with 70 mph speed limits.
