A shop keeper told me that this was completely unnecessary. He didn't explain it very well, though

Probably because of the bank charges that they incur for processing the transaction
If the extra cost to them is more than the profit for the sell, or a significant amount, they can opt not to accept it.
The new 'Contactless Card' was brought in with this issue partly in mind - of course many are not keen on it for various reasons.
Because they are charged per transaction.
Because it costs the small business holder a annual fee to be able to have the facility and then on top they are also charged a percentage for each transaction.
