Every one apart from Saudi Arabian citizens needs a visa to enter Saudi Arabia. Visas have to be applied for from your home country before you can even book a flight or passage. Anyone without a visa is turned away and the airline or carrier that bought them has to return them to where they came from and is fined £10,000 per person for carrying a passenger who does not have a visa.

If we can build a town the size of Basildon/Milton Keynes, etc set up the infrastructure and jobs in what was really a relatively short time, and transport thousands of people it should be possible to do it in any modern friendly Muslim country. Turkey/Indonesia come to mind as a suitable. But as the question says what are the likes of Saudi Arabia and others doing in the current crisis?
Saudi is certainly repressive Mikey . I was living there when the religious police forced school girls back into a burning school building at gun point because they had run out without putting their veils on. They all burnt to death!
