I can confirm that cambridge undergraduates are taught to think independently - and this may account for cambridge being the top university globally on some criteria .....

but rhodes scholars go down the road - to Oxford ....

Re. the OP - that is not comparable.

Tipping is a voluntary decision by the customer - and although the gentleman in question was offensive and pompous in his approach, he is not obliged to tip if he chooses not to do so.

On the other hand, the waitress is obliged to serve a customer, it is within her remit, unless he was offensive at the start of the service, in which case she would refer the incident to her manager.
You meet such folks in all walks of life. The problem is if they aver get power to inflict their views. Otherwise they should be treated with the disdain appropriate to their behaviour. As an aside I read that the waitress did rather well from well-wishers contributing.
