I heard this today for the first time in years or decades. At the end I could never make out what he was signing so looked it up. So he sings....
"I always use the cue sheets but never the nets"
What is he on about?

Since those lines follow "Welcome back to the circus", I assume that he means that he always sticks to a plan (as with the cue sheets that are used to list the order of performances) and that he does so confidently (without the use of a safety net).

However, looking at the rest of the lyrics suggests that trying to read too much into them might be as much a futile exercise as seeking to interpret the meaning behind Procul Harum's "A Whiter Shade of Pale" ;-)
