I believe a bunch of know-nothings decided folk would be safer if sites were forced to inform if they use cookies. The cookies are still there and everyone is now annoyed and inconvenienced by being told about them. A classic case of good intent achieving nothing because those making the decisions had no idea.
If you go through your cookies you will find one for just about every site you have ever been to. Some are useful in that they save you having to login every time but others can just be unnecessary clutter to do with advertising.
I have never really understood what exactly a cookie is.
You are warned because the crumbs get everywhere....
You can blame the EU:

An absolutely ridiculous idea, basically installing a popup or prominent message on almost every website you ever visit, making you give consent for how that website uses cookies. A complete waste of time and resources. In practice you will do one of two things:

1) reject all cookies, which could deny you access to the website or make it stop working properly OR
2) accept all cookies, which means that nothing has changed except that your browsing experience is ruined by these stupid messages

Most people go for option 2. Option 1 makes for a very frustrating internet.
