Shut Down

using firefox w7
when i press the shutdown button
it does not shutdown
also i cannot get to my control panel
but i can shut it down with power button

If you still have the problem it could possibly be a corrupt system file or device driver.

To check and repair a corrupt system file try running a Windows SFC check/repair process as per the instructions at:-

Wound'nt hurt to also perform a check disk process to check and repair for any Disk corruption as per the info:

Might be easier just to go to 10 - if you decide to do so please backup ALL your stuff including bookmarks / favourites and game files. Do a custom install and be prepared to update ALL your drivers after the update as 10 doesnt do that very well.
