Has he told the computer to search for wireless networks?
Oh hang on, it's a desktop not a laptop isn't it?

He will need a wireless dongle plugged into a USB port.
Maybe needs to connect with Ethernet cable usually comes with the router. I had to do this as desktop was not wifi.
I bet it has got a wifi built in.

Right click on the icon that is crossed out and then click troubleshoot. Tell us what it says.

Also check the device manager and look for NetWork Adapters. Click on that and it will tell you if it is wifi enabled. You should see 'Network Adapter' as well as Ethernet
Try Start>Help & Support and type in Router, then follow instructions.

When I look for a new network router set up then it says it's looking fir devices and I should wait 90 seconds .... Nothing happens ....
I clicked on device manage and network adopters but just comes up with 1 entry for ethernet as he had a router hooked up through Ethernet before !!!!
If there is no network adapter listed in device manager then he needs to buy either an internal network card or a wifi dongle which connects via usb. Both are very cheap. I prefer the internal card.
Looking at the specifications for that machine, I can't see any mention of a wireless adapter. (You can't expect any computer to connect wirelessly unless it's got a device for transmitting and receiving either built into it or attached to it!).

So, as others have suggested, you need to add a suitable adapter. You can buy them online for a fiver or so but I'd recommend spending £10.50 at Wilkinson's:
