If it's a "TX 56 ABC" style plate it's the numbers that give the year

The car was parked in the neighbour's drive and I thought they'd got a new one. But I see it's away and their usual one's back in its place.
If it's in the format TNNN XXX then it's 1999, if it's TX NN XXX then the nn is the year, if the first N is not less than 5, subtract 5 from the first N so TX 56 would be 06, 2006.
