. . . . not because it's aims are silly, but because some of the people who apply it are daft, like the school's mobility officer [sic] in this example.

The HSE exec put it more tactfully perhaps, but basically the mobility officer is clearly totally incompetent.

There's nothing wrong with the H&S but they ought to hire a few common sense officers to implement it.
