what if it doesnt arrive

if i apply for my child passport and it doesnt arrive within 4 weeks can i go and pick it up?

If your passport was already in the post, you'd have to wait for it to arrive.

If your passport application had not yet been processed, you could apply for an upgrade to the 'same day' service at a passport office but you'd have to pay the additional £48 fee to do so.
