How about an Ice Hotel in Sweden? You could also go dog sledging or looking for the Northern Lights.
Hurtigruten does a lovely cruise along the Nowegian fjords where you can also take trips out to do those things, or just spend your days looking at the scenery.
Iceland? Northern lights, whale watching, blue lagoon hot spa, interesting geology. Reykjavik's a nice city
Why not try Innsbruck, in Austria ? :::

There is skiing nearby but you can ignore that if you like. Beautiful city, Or you could try Munich perhaps ?

Scandinavia or Iceland are very nice but very, very expensive, especially Iceland !
It's not a very normal thing to do....go to a mountainous location in winter purely for the scenery (which i think is what you're saying. The list below shows all mountain ranges in Europe:

You would be lucky to get any significant amount of snow in any European country in November unless you go high up, i.e. into ski country and thus resort areas. This applies to all the countries mentioned above where Iceland is possibly the least likely for November snow. On the other hand all of them are well worth visiting in November. If I were to insist on a high likelihood for snow then I would go furthest into eastern Turkey and not only is that an area less easy to get to and find good facilities in but snow cannot be utterly guaranteed.
