Well, it is on Yahoo news that a Post Office study says it the cheapest place in Europe for Brits to visit (not sure what it says about it being the best though)

'Best' and 'cost effective' are generally mutually incompatible bedfellows.
It may well be cost effective but it is unlikely to be best.
