My TV reception is poor, would it be better through the computer?

No, there is no aerial/booster in tv cards.

Running TV through a video player boosts the signal, or you can get a booster separate. Most likely your coaxial cable is damaged or the connection is loose or main aerial needs adjusting. 

Agree with ann_h. You may even find it worse through a PC TV tuner as they are not as sensitive as a TV set or set-top-box tuner.

Boosters are not always helpful (better for analogue) as they can boost the bad parts of a poor signal. Look at getting your aerial, cabling checked and/or upgraded.

Are you referring to digital TV or analogue reception ?

u could try a freeview digital box this will amplify signal
As far as I am aware freeview boxes DO NOT amplify the signal.
