Laptop stopped working

Can anyone tell me what's wrong with my laptop.

I turn the power on and a blue screen with White writing comes on but I never get chance to write it because the laptop shuts down and then trys to restart again but still never loads up and does the same thing again.

Do I need to get it repaired.
