PC wont recognise cd rom ?

When I boot up my pc bios finds primary hdd as master and a cd / dvd rom as primary slave, however once Windows is up and running I have no access to the cd rom, drive D is not shown as an option in My Computer. I have tried a few different cd roms and get the same result. I have also tried a slave hdd and it finds that, and happily shows it as drive D. In my mind I have eliminated a problem with the motherboard and / or the ribbon cable.
In device manager I get error 39, driver could not be loaded, is corrupt or missing.
Anybody any suggestions ?

Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39)


Recommended resolution


Reasons for this error include a driver that is not present; a binary file that is corrupted; a file I/O problem, or a driver that references an entry point in another binary file that could not be loaded.

Uninstall the driver, and then click Scan for hardware changes to reinstall or upgrade the driver.

On the General Properties tab of the device, click Troubleshoot to start the Troubleshooting Wizard.

This is a pc I am part way thru building, I managed to set up the internet connection to help me find drivers. I then uninstalled the cd rom and scanned for hardware changes, found the d drive and searched for drivers. It took a long time but it eventually got there, loaded the correct drivers and away we go.
