Can I download e books from my local library on to the Kindle? I can do this with a Nook,but I am about to purchase a new e reader and I want to use the library download facility

No. I'm very pleased with my Kobo which does let you download books from the local library and I get Kindle books on it using Caliber software.
Check your library service's website to see which devices the system they use supports. For example, here in Suffolk eBooks are delivered via Overdrive, which is compatible with the Kindle:

That's odd, Buenchico, as my library also uses Overdrive and this is stated on their website:

Amazon have strict controls over allowing 3rd party eBooks on their device and as such we are currently unable to offer any supported methods for reading library eBooks on an Amazon platform

And your link states specifically Kindle Fire only. Very odd.

I saw 'Kindle' mentioned there and didn't spot that it actually said 'Kindle Fire'. (I wish that manufacturers wouldn't use the same name for two very different things!!!).

As the Overdrive website indicates, only US library users can access eBooks from libraries:

I'm a great fan of Amazon for shopping but don't like being tied in to one provider only, hence the Kobo.
I had the Sony PRS 505 since it was first released 9 years ago and it died a few weeks ago. As Sony no longer make eReaders I had to look elsewhere and decided the Kobo was the only one for me after many hours research. Touch wood it will last as long as the Sony.

I have an Android tablet and smartphone both of which I could use for reading eBooks but I much prefer to use a dedicated eReader.
I use my kindle app on an ipad mini to read books from other sellers, also books from project gutenberg. They have to be in Mobi format.
But not from public libraries, woofgang, which is gangan's prime concern.
from anywhere if they are in mobi format....
But they are not in mobi format from any public library in the UK.

Thanks for your comments so far.I am lead to believe that you cannot download library books on to a Kindle,but looking through the best e readers of 2016 review,the "supports library" box was ticked

I use both a Kindle Fire and a Kobo for library books. The Kindle is very convenient in that you can do it all on the one device - connect to the library, browse for books, download them, read them and return them. I use a laptop with the Kobo - on the laptop go as far as downloading but then I have to connect the Kobo to transfer them to it. Kindle battery life is not good for reading books - needs to be charged every few hours; Kobo lasts days. Kindle is colour, so OK for magazines; Kobo is B&W, so not so good.

Yes, it is! Silly me. The Fire is an adroid tablet whilst the Kobo is a dedicated eReader.

I can sync my Kobo over wifi.
I suspect I could synchronise my Kobo via WiFi if I could be bothered to look into in hc4361. I just leave the WiFi on the Kobo swtiched off and it just seems easier to plug the cable in to get my library books across.
I've been using the Kindle for a couple of years, where my wife has had a Kobo; I had to make sure mine was put on charge every night and hers was much better to read in sunlight, hence my decision to get a Kobo.
