What is the Make and Model number of the Tablet?
It may vary from device to device as many companies tailor Android to make it as they wish.

However on my Samsung mobile phone I go in Settings, then choose Backup and Reset, then there is an option Factory Data Reset.

There is no make or model number anywhere. Probably why it was cheap!!
He has tried holding power button and tapping volume key as recommended on Google, but nothing happens.
He needs to look at the settings.

If nothing else he can find out which version of Android is running by going to Settings - About
