If I have the address, post code, and phone number of a person, how do I find out their name, (and yes the obvious answer is ring them, but I don't want to).

Can you find a reverse phone book on the Net ?
Local councils have info but I'm unsure how you get access.
Or subscribe to 192.com ?
You could try the voters roll.
There is a site that comes up if you Google the number and it gives name and most off the address sorry can't remember the web address.

I just put mine and my missus' phone number and it came up with both our names.
Hmm ... strange ... tried several more numbers and all came back as no match found .... it only found mine and the missus .... what gives ??
... but how will you know the name you get isn't someone else living at that address ?

One can be ex-directory. In which case you ought not be listed.
Of course you can always try web-searching the info you have already.

Reverse phone directories are illegal in the UK. Anyone offering such a service faces up to 10 years in prison.

192.com only lists people who've not indicated that they want to be excluded from the 'edited' electoral roll, so there's no certainty of finding them listed there.

Assuming that the relevant person is entitled to vote in the UK, and that they've met with the legal requirement to register as an elector, their name will however appear on the full electoral roll. That's not available to the general public in any electronic form though. (Only the police, security services and credit reference agencies have such access). You need to visit the relevant local council office to view the paper version.
And will the roll be in alphabetical name order (which is no use here) or address order (which is needed here)

If the person owns the house they live in, their name will appear on the title register of that property, which you can download for three quid from here:

Have you tried Googling the information that you have one the off chance that there is something out there on the web?
