I have a Virgin contract, but I have never known my charge to go down after the contract ends.

When your contract ends have you:

a) had a new handset
b) negotiated with them

I am with Virgin with a non-contract phone and pay £8 a month for 500 minutes, unlimited texts and 1GB data.
I pay £12.99 for unlimited calls / texts with 2 gig of data (sim only) with EE.I think thats fair.
I'm with Virgin and get a phone, unlimited texts, 200 mins & 500mb for £12-00. I'm quite happy with this contract.
