Outlook + Facebook Problems

I cannot access either my Outlook (via Hotmail) or Facebook.

Outlook - a few days ago it looked odd as if it was in a Safe mode. I managed to log out thinking all would be fine, but when I go to do this, the tab says "Sign In", but the screen is blank.

Facebook - all I now get is the "Internet Explorer cannot display the webpage" message.

I don't know if these issues are connected in any way.

Any assistance would be much appreciated.
