Downloads File?

I need to free up some space on my C drive. I see there is a folder called Downloads. In it are various things I have downloaded over the years. Is this a temporary file, which is created as things are downloaded, or can I delete it, assuming that the files are secure within the programs which were downloaded? There are things like fonts, WeTransfer zips, updates for antispyware etc. Can I delete all this?!

Delete the contents of the file but not the file itself.
