Is it possible to transfer files over a home wireless network between a desktop running Windows 7 and a laptop running Windows 8.1 and vice versa?

Yes. You'll need to set up the network and file sharing - but you'll find networking wizard on both machines. Then you can copy and paste (or cut and paste) in the same way as you would if the other computer was a local drive.
