Soap bubbles on photo's

Years ago, I had a free photographic software program that allowed with one click, to introduce soap bubbles to photo's. There were other things such as raindrops also. Does anyone know of such a site please/

instagram is free for only 30 dyas for PC's and I have pizap but can't find bubbles.

I have added bubbles to a pic, and rt clicked to "save as" and placed it in my Picasa album, or so I thought, but it went to "my pictures". How do I get it to Picasa please
