Standard Toolbar

I am not sure if I have asked this question before so forgive me if I have.
I have lost what I call my Standard Toolbar, the one that should be at the top of the page with a Left arrow, a Right arrow, then File, View,Tools Etc. If anyone knows how to get it back please instruct. TIA.

Internet Explorer or Firefox?
IE right click on top bar and select 'Menu' bar
Firefox right click on top bar and select 'Menu Bar' and 'Navigation Toolbar'
