utorrent download speed throttled

When I download using utorrent the maximum speed I get is 52 kb/s regardless of number of seeders, time of day etc etc.
It's not peaks and troughs but a steady line at 52 kb/s.
My ISP do not throttle utorrent and at one time I had speeds of 200 kb/s. What could be limiting the speed now ??

Have you done speed/transfer test(s) to compare?
If you are allowing uploads, dl will suffer ultimately.
Look at all traffic.

PS. All ISP's effectively throttle by reason of their 'contention ratios'

Some worse than others.
