Digtal SLR's - ISO

Why do Digital cameras, and SLR's get a grainy effect when you up the ISO? 35mm film has 'grains' that get bigger as the ISO increases but Digital cameras use a censor... Also, what does upping the ISO on a Digital camera actually do. Thanks

Do you mean there is a camera that can censor what pictures you take?

Maybe you mean sensor?
