I gave up with Publisher .. and used Adobe InDesign .. or PSP. That will do it in templates.
If it's a jpeg, you can import it into Word then do multiple copy/pastes.
That's how I've done it in the past.
You seem to be coming at your problem from the wrong end. When you first open Publisher you can choose 'Business Cards' as the type of document you want to design. Clicking through the various options should not only show the size of the card but also the layout on the page (e.g. 2 columns of 5 cards). When you then go on to design your card you'll only see a single card on the screen, but selecting 'Print' will automatically print a full page of cards (rather than a single card).

thank you
I use Freehand or Indesign. Bear in mind that if you do it this way you need to have 'bleed' (an edge of the card that is cut off to prevent any white edges). You can download templates for business cards ith bleed on them from http://www.pineprint.co.uk
There is good illustrator, indesign and photoshop templates for lots of different sizes.
