Why Does My PC Not 'Refresh' While using Vista?

Hello, I have just purchased a new PC I am using Vista Basic Home Edition and Norton Anti-Virus and I cant get my pages to automatically refresh, when I go back, to say, a page that I have looked at in the morning and revisit it in the afternoon the page still shows the same details that I was looking at in the morning - even though the page details have changed, I have to manually press the refresh button to go to go to the updated page - Help please, its driving me mad! Thanks.

Forgot to add, it even does it with itunes, when playing songs on shuffle the song plays but the incorrect picture / album details shows, it shows the picture /album details that originally started the shuffle... erm.. Hope that makes sense ;)
