When I move the cursor to the enter button after I enter my password and tap the mouse pad everything is fine, but once the homepage has loaded moving the cursor to anything to launch it and tap the mouse pad nothing happens, I have to left click to launch the selected item
The PCs is running MS Home premium.

Surprised to hear you have a pad with a PC.

Homepage suggests Internet browser. I'm not totally understanding the question.

One normally double clicks on Windows icons to launch the programme.

Can you put the problem into other words ? What are you expecting and why. Exactly how are you getting around the issue again ?
Is suspect that by "Home page" you mean Desktop, and by "Mouse pad" you mean track pad. No idea what you mean by "MS Home Premium".
At a guess you need to double-tap the track pad on an icon to launch a program.
I'd gues it means Microsoft Office Home premium package is installed which probably has nothing to do with this problem.
I also think you need to clarify - do you use a mouse ie a separate thing that you use with your hand to move the cursor or do you just use the touchpad on the keyboard?
Most likely Windows 7 Home Premium - perhaps you've disabled the touchpad. Two ways to get it back:
1) depending on the computer, there may be a "function" button which toggles it. In this case press the Fn button and, at the same time, one of the keys on the top row of the keyboard with a symbol on it which resembles the touchpad (f1 on my wife's Sony). On my old HP laptop there was a button near the touchpad which you pressed to toggle the touchpad. On my current HP laptop you tap the top left of the touchpad twice rapidly.
2) Control Panel > mouse and then "enable" the touchpad.
If you are using a wireless mouse, change the batteries in the mouse.
Am I right in thinking you are on a laptop and using the touch pad to navigate and then double tap the pad to open an item and for some reason on answerbank you can do that to log in but after logging in the double tap on the touch pad does not work and have to use the left touch pad button??
If you are not using a mouse, then I suggest you connect one and use it, they are so much easier.

Yes It's a laptop with Windows Home Premium. I have always used the mouse pad to navigate to an item,tap it to launch an item/program Firstly I enter my password, place the cursor over the enter button and tap the mouse pad and the desktop screen loads as it's always done.
When the desktop has fully loaded this is when the problem occures. The cursor moves around the screen OK with my finger on the pad but, if I place the cursor over a item say the icon for Google Crome/Firefox/settings and tap the pad as I have always done nothing happens. I can only launch the items selected by clicking the left button below the pad. Hope this is a bit clearer.
Doesn't it need a double tap?

If your touchpad isn’t working, it may be a result of a missing or out-of-date driver.
Open Start, enter Device Manager, and select it from the list of results. Under Mice and other pointing devices, select your touchpad, open it, select the Driver tab, then select Update Driver. If Windows doesn’t find a new driver, look for one on the device manufacturer’s website and follow their instructions.
If those steps didn’t work, try uninstalling your touchpad driver: open Device Manager, right-click (or tap and hold) the touchpad driver, then select Uninstall. Restart your device and Windows will attempt to reinstall the driver.
If that didn’t work, try using the generic driver that comes with Windows. Here’s how: in Device Manager, right-click (or tap and hold) your touchpad driver > Update driver software… > Browse my computer for driver software > Let me pick from a list of device drivers on my computer, select HID compliant mouse, select Next, then follow the instructions to install it.

What is the make and model of your lappie malagabob. Are you running w10, w8. or w8:1?
One can set it to turn off laptop pads. Perhaps you did that unintentionally ? IMO turning it off is the only sane thing to do. Otherwise you'll soon have torn all your hair out and been driven insane by the thing continually pretending you used it to change things when you've not intentionally put your hand anywhere near it.
The touchpad is working, as it is mentioned working earlier in the description. Either you are not double tapping quick enough, or there is some setting that needs resetting.
