Click the bookmark icon (looks like an open book) located to the left of the address box in Safari

And then what Tuvok
The bookmarks should close, it's an on/off switch for them

Thanks for answer but does not seem to do anything !!
Odd, does the column have three icons across the top, open book, spectacles & @ sign? If so, that is the normal bookmark/history display which should be toggled on and off by the top icon as mentioned by Tuvok. With it on the icon on the top bar should white on a blue background, off is blue outline on white.

Yes display as described Fitzer blue outline on when I press book the working billy do starts at very top of screen next to signal strength icon and continues

Might try returning to factory setting what would be the consequences?
Do you mean top right? If so, it's always there.
If I want to see my bookmark history or bookmarks, I tap the "open book." If I want to get rid of it, I just tap anywhere else on the screen and it, disappears.

No top left the icon that's spinning is next to signal strength icon and normally on spins when puter is looking for something on internet
Nah, you've lost me.
The bookmark icon is on the right and has nothing to do with the wifi, spinning thingy. Could it just be coincidence that your signal is adjusting itself.

Will try powering down and restart?
I may be wrong but with an IPad, you're not achieving anything by doing that, unlike a PC or Laptop.
TonyV, double click your home button so you get all the live apps displayed. Swipe up the safari page so it goes off the screen. This should turn off the Safari app. Give it a few secs then start it again to see if it has cleared
