Who is eligible to mark a card getting a handicap?

Any member of any recognised golf club can mark a card for handicapping purposes. Cards marked by anyone else are ineligible. Generally, cards are submitted for rounds over your home course, but this doesn't have to be the case.

Tambourine, captains can mark cards, but if it was left exclusively to them, hardly anyone would get a handicap. I know. I am our club captain this year.

At our place you have to complete 3 rounds, with all 3 cards marked by any other club member.
Yep thats it. any fellow member of the club who has already got a handicap. Submit 3 cards, can be 3 different members who mark your score, they used to take an average of the 3 cards, but now I believe it is the best of the 3. Got to be 100 shots or less to get a handicap I think
Not quite, Scrambler. The system will not give anyone more than a double bogey, regardless of strokes used, even in competition. Which is why some people don't understand why their handicap is reduced when they've had a decent score except perhaps for a couple of bad holes. Handicapping software will adjust the score down to a double bogey and hence, a possible reduction in handicap.
